Welcome to the Phelps Center, it is operated by the City of Laurel Department Of Parks and Recreation. It Serves seniors fifty five and older as well as disabled adults. Phelps Senior Center was dedicated in June of 1982 in order to provide a central location for senior programs, organizations and clubs. Call for more information.

Cancellations & Refunds: Phelps will do refunds for any trip we cancel or change. Trip no shows will not be issued refunds or credits. Pre cancellation refunds checks will come from the City of Laurel Finance Department via mail, not the Phelps Senior Center.
